Position Title: Office Manager / Human Resource
Work Location: Fresno, CA
Reports To: Executive Director
FLSA: Exempt/Full Time
Salary: $35,000 - $45,000 DOE plus benefits

This position is responsible to oversee the administration office and to maintain functional expertise in Human Resource (HR), which includes knowledge of Reading and Beyond’s policies, procedures, and resources to ensure that HR decisions support broader organization goals and objectives.

QUALIFICATIONS:
1) Bachelor in Business Administration with emphasis in Human Resources, or equivalent field
2) 2-5 Years HR generalist experience
3) Demonstrated knowledge of applicable California employment law
4) Excellent oral and written communication skills
5) Proven organizational development experience
6) Ability to prioritize tasks and responsibilities
7) Ability to make decisions quickly, but carefully
8) Fast learner and ability to work in a fast paced environment
9) Thoroughness –ability to follow through, complete tasks, and reach goals
10) A high degree of individual judgment is needed in this position to resolve the unique and unusual issues that arise.

MAJOR RESPONSIBILITIES:
Staffing
• To ensure that all decisions in the areas of employment, promotions, terminations, transfers, and training are made without discrimination and with appropriate consideration according with the organization’s policy and California employment laws.
• To maintain and ensure the integrity and confidentiality of all employee and volunteer files.
• To track employee sick leave, and vacation usage.
• To coordinate annual Open Enrollment for health benefits.
• To develop and coordinate recruiting activities to meet staffing requirements in a manner that ensures the involvement of the program personnel and the selection of the best candidates.
• To develop and manage the college recruiting program in a manner that fosters long-term positive relationships with targeted universities, and enables both sides to meet recruiting targets.

Training and Development
• To ensure that a central record keeping system is maintained for all training & development records.
• To assist program personnel to analyze and review the effectiveness of training, looking for ways to improve performance, quality and cost.
• To ensure compliance with all the required staff trainings (i.e. sexual harassment, etc.)
• To manage workers compensation claims.
• To provide safety training workshops as well as other trainings as necessary.

Administration
• To compile and analyze benchmark salary information in order to ensure competitiveness and develop recommendations for annual wage increases.
• To assist the management team in salary planning.
• To ensure job descriptions are updated and reviewed regularly.
• To open and close offices and the entire facility, ensuring that all doors are locked and facility is secure.
• To ensure office supplies are stocked and up to date.
• To oversee multiple telephone line system.
• To create and maintain a centralized facility calendar
• To obtain and evaluate competitive bids and proposals where appropriate.
• To ensure all employee timesheets are completed and correct.
• To perform other work as assigned.

Planning/ Budgeting/ Forecasting
• To assist in the development of Reading and Beyond’s annual budget.
• To develop, forecast and manage annual Human Resources department budget.

TRAINING REQUIREMENTS:
• Stay updated in California employment laws and other HR requirements necessary to perform the duties of this position. (i.e. Cal-OSHA and Safety Requirements, etc)
• Stay updated with technology/software necessary to perform the duties of this position.

PHYSICAL DEMANDS:
Frequent sitting, walking, bending, stooping, pushing, pulling, lifting (up to 50 lbs.), using hands to finger, handling or feeling objects, tools or controls, and operating PC. Specific vision abilities required by this job include close vision, peripheral vision, and the ability to adjust focus. High stress level due to frequent interruptions, interface with numerous people and need for frequent problem resolution. Multiple priorities in a constantly changing environment.
